Test Manager - Telecommunications Infrastructure Program

Lead the testing strategy for a major telecommunications infrastructure transformation project

We are seeking an experienced Test Manager to lead the end-to-end testing function for a large-scale Telecommunications Platform and Infrastructure Program. This is a pivotal leadership role responsible for ensuring critical systems, platforms, networks, and services are thoroughly tested and validated before deployment.

Working within a complex enterprise environment, you will define and execute the overall testing strategy, lead a team of test engineers, manage vendor and stakeholder relationships, and drive quality outcomes across the program lifecycle.

The Opportunity

As the Test Manager, you will be responsible for planning, designing, managing, executing and reporting on all testing activities to ensure solutions meet functional, operational, security and business requirements.

You will play a key role in establishing testing governance, managing test environments, overseeing defect management, coordinating User Acceptance Testing (UAT), and providing clear testing insights and risk recommendations to senior stakeholders.

This role offers significant autonomy and the opportunity to influence strategic outcomes while leading testing best practice across a highly visible program of work.

This is a 12 month contract with potential to extension to 24 months .

Based in Canberra or Melbourne 

Key Responsibilities

• Develop and implement the overall test strategy, test plans and testing frameworks
• Lead the planning, development and execution of test cases across multiple testing phases
• Establish, manage and oversee test environments and test infrastructure
• Lead daily stand-ups and coordinate activities across testing teams and engineers
• Manage defects, risks and issues, ensuring timely escalation where required
• Analyse business and functional requirements to determine testing needs and coverage
• Develop and maintain Requirements Traceability Matrices (RTM) and Verification Traceability Matrices (VTM)
• Coordinate and manage User Acceptance Testing (UAT) activities with business stakeholders
• Work closely with vendors, service providers and internal teams to ensure testing objectives are achieved
• Provide testing metrics, reporting and data-driven insights to support decision-making
• Drive continuous improvement, innovation and testing best practices
• Mentor and develop team members, fostering high performance and capability growth
• Contribute to strategic planning, governance and ICT delivery objectives

About You

You are a highly capable Test Manager with a strong background delivering testing outcomes within large-scale infrastructure and telecommunications environments.

You bring a combination of strong technical expertise, stakeholder engagement skills and leadership capability, with the ability to manage complex testing streams from strategy through to execution.

Essential Experience

• 7-10+ years' experience in Information Technology
• 3-5+ years leading testing functions on large-scale infrastructure or telecommunications programs
• Proven experience managing complex test environments and testing teams
• Experience developing and executing enterprise-wide testing strategies
• Strong understanding of testing methodologies, governance and quality assurance practices
• Demonstrated experience managing vendors and cross-functional stakeholder groups
• Experience coordinating User Acceptance Testing (UAT) activities
• Strong analytical and reporting capability

Technical Expertise

• Sound knowledge of infrastructure technologies, particularly networking environments
• Experience with Application Lifecycle Management (ALM) tools
• Strong understanding of test automation frameworks and tools
• Experience establishing and managing test environments
• Hands-on defect management and test execution experience
• Ability to analyse testing data, identify trends and provide management reporting
• Development and management of RTM and VTM documentation

Desirable

• Telecommunications industry experience
• ITIL certification
• Project Management qualifications such as PMP or PRINCE2
• Experience working within complex government or enterprise environments
