APS6 External Budgets Officer
- Lead the Commonwealth Budget and MYEFO cycles.
- Manage budget estimates and financial policy costings.
- Prepare high-level briefings and budget advice for executives.
Our client central government agency is seeking an experienced, analytical Senior External Budget Officer to join its Chief Finance Officer Branch. This role sits at the center of the Commonwealth budget cycle, managing budget estimates, high-level reporting, and financial policy costings.
Key Responsibilities
- Manage and maintain robust budget estimates models, ensuring accurate data flow within the Central Budget Management System and internal financial reporting tools.
- Partner with internal policy divisions to develop and review financial costings for Cabinet Submissions and New Policy Proposals.
- Drive the coordination and drafting of key external budget publications, including Portfolio Budget Statements and Portfolio Additional Estimates Statements.
- Prepare high-level briefings, question time briefs, and budget advice for Senior Executives and Portfolio Ministers.
- Act as a key liaison with external central agencies including the Department of Finance and internal operational teams across peak Budget and MYEFO cycles.
Skills and Experience
Essential:
- CA/CPA qualified or actively progressing toward full certification.
- Demonstrated financial modeling and advanced Microsoft Excel skills.
- Strong background in the Commonwealth budget process and public sector financial frameworks (PGPA Act).
- Excellent written and verbal communication skills with the ability to translate complex financial data for non-finance executives.
- Proven ability to deliver high-quality outputs under tight timeframes in a high-tempo, peak-cycle environment.
Highly Desirable:
- Tertiary qualifications in Accounting, Finance, Economics, or a related field.
- Direct experience with CBMS and enterprise financial systems (e.g., TechnologyOne, IBM TM1).
- Prior background in an external budgeting, portfolio coordination, or technical financial accounting role within the APS.
